推送报告API

推送报告API 是 宣翼通（上海）信息科技有限公司针对短信开放出的接口

采用 HTTP POST 推送模式， 宣翼通API 该接口主要用户准确定位短信是否送达，如关机、空号等情况可以准确定位出，采用POST推送模式，需要用户在管理平台设置推送地址
